(North Bend, OR) - The Coos County Airport District recently recognized the conclusion of nearly nine years of project management services provided by Rick Skinner of Superior Construction Consulting Services.

The District first contracted with Skinner in early 2017 as the owner’s representative and project manager for construction of the Department of Human Services Multi-Service Building. The project created a modern facility for multiple state programs and became one of several District-owned properties developed or improved during his tenure.

Since then, Skinner has provided project oversight for tens of millions of dollars in public infrastructure investments, helping manage construction, contracts, schedules, budgets, and coordination among contractors, consultants, funding agencies, and District staff.

Among the major aviation projects was construction of the Aircraft Rescue and Fire Fighting (ARFF) Station, providing a dedicated facility for the airport’s emergency response and operations functions. Skinner also provided oversight for Runway Safety Area improvements on Runways 13/31 and 5/23, federally funded projects designed to improve safety and bring critical areas surrounding the runways into compliance with current standards.

His work also included significant apron improvements, including reconstruction of portions of the legacy general aviation apron and construction of a new apron area connecting directly to the new cargo facility. Together, the improvements provide additional space to accommodate general aviation, cargo, business, military, medical and transient aircraft while supporting the airport’s long-term aviation and economic development needs.

 

Other projects included terminal parking and landscaping improvements, the Concourse Capital Improvement Project, renovations to District-owned facilities occupied by the Department of Human Services and Bureau of Land Management, and numerous other facility improvements.

Skinner’s construction experience and project oversight have played an important role in managing costs, protecting the District’s financial interests, and ensuring major capital projects met funding, construction and operational requirements.

While Skinner’s contracted project management role is concluding, his involvement with the District will continue as an at-large member of the Airport Heights Park Steering Committee. The community park project began taking shape with the installation of new playground equipment, marking the first major improvement and setting the stage for additional phases of development. Skinner will continue to contribute his construction and project management experience as the committee works with the District, community partners and consultants to guide future improvements at the park.
